How Does Too Damn Old Calculate the Odds a Member of Congress Finishes Their Term

THE NUMBER

Chuck Grassley is 92 years old. He serves in the Senate, where terms run six years. His current term ends when he is 95. The probability that he completes it, based on actuarial data, is 7 percent. That figure is not an opinion, an insult, or a prediction of doom. It is what population-level mortality data says about the odds that a 92-year-old man reaches age 95. Grassley is a real senator with a voting record, a committee assignment, and constituents. He is also, for this one calculation, a data point on a table actuaries use to price life insurance. Both are true at once, and neither cancels out the other. That tension is the entire point of this exercise, and it is why the number needs some explaining before it gets used for anything.

THE NUMBERS

Too Damn Old calculates a completion probability for every sitting member of Congress using three inputs: current age, chamber, and term length. The House runs on two-year terms. The Senate runs on six-year terms. For each member, we take their age today and ask a narrow question: what is the probability, according to Social Security Administration actuarial life tables, that a person of that age survives the remaining length of their term? Grassley's case shows the mechanics plainly. He is 92, serving in the Senate, with his term ending at age 95. The SSA tables put the probability of a 92-year-old reaching age 95 at 7 percent. That number is what gets published next to his name on this site, with no adjustment, no narrative, and no hedge beyond what the underlying table already provides. A House member in their forties will show a very different number, not because of any judgment about that person, but because the actuarial table itself looks different at that age. The math is the same for everyone. The inputs are what change.

WHY IT MATTERS

This site exists to make one fact hard to ignore: Congress is old, and age carries measurable actuarial consequences. A completion probability is not a prediction about any specific person. It is a statement about what happens, on average, to a population of people who share that person's age. Some members with low completion probabilities will finish their terms without incident. Some members with high completion probabilities will not. That is how population statistics work. They describe the group, not the individual, and no amount of staring at a single row on a life table will tell you what happens to the person attached to it. What the number is useful for is comparison. It lets a reader look across the full membership of Congress and see, in one consistent unit, how age concentrates risk in certain seats, certain committees, and certain leadership roles. It converts a vague impression that Congress is old into a comparable figure that can be sorted, ranked, and tracked over time. Use it that way. Do not use it to speculate about any one member's health, medical history, or fitness for office, because the underlying data says nothing about any of that. It says something about age alone, drawn from a population, applied to an individual because that is the only honest way to make the comparison at all.

HOW WE CALCULATE THIS

The method rests on three inputs and a single lookup. First, the member's current age, drawn from public biographical records. Second, the chamber, which sets term length: two years for the House, six years for the Senate. Third, the SSA actuarial life table, a standard public dataset that gives the probability of surviving a given number of additional years starting from any given age. We find the member's age on that table, find the survival probability for their remaining term length, and publish that figure as the completion probability, unchanged and unadjusted. There is no correction for occupation, wealth, medical history, family history, access to care, or lifestyle, because the SSA tables contain none of that information and neither does this site. The result is a population average applied to an individual, clearly labeled as such: a statistical estimate, not a diagnosis and not a forecast about any specific person's future. It is the same table used across the entire dataset, applied the same way to every member regardless of chamber, party, seniority, or any other factor. Consistency is the whole design.
